What is Moadian system?

Iran’s taxpayer e-invoicing system

Definition

Moadian system is the platform operated by Iran’s National Tax Administration under the 2019 Law on Sales Terminals and the Taxpayer System for registering, issuing and verifying taxpayers’ electronic invoices.

The Law on Sales Terminals and the Taxpayer System (Qanun-e Payaneh-haye Forushgahi va Samaneh-ye Moadian) was passed in October 2019 and has since been amended. Under it, electronic invoices are registered in the Moadian system, and the obligation has been rolled out to taxpayers in phases.

The role of business software

Taxpayers can register invoices directly in the system’s portal or use software connected to it. For companies with high invoice volumes, connecting the ERP avoids re-keying and errors.

Caution

The system’s rules and deadlines have changed several times. Before making decisions, check the latest announcements on the tax administration’s website and consult a tax adviser.
